I'm not too fond of cutting mats as there's very little room for  
error.  It'd be a lot easier with the right gear, but that's  
expensive enough that you may as well pay a framer and not have to  
worry about it :)

I've always just made the frame to fit whatever size the pic comes  
out at, which generally has one dimension dictated by the paper size  
(whether cut sheets or the width of the roll).
