We've had almost record rainfalls this year, but the truth is that California is a semi-arid state. Water use and conservation is always an issue. Further, according to a couple of people I spoke to at the scene, this is the second or third time that particular hydrant has been hit by a vehicle with the same results. The woman in the picture told me it was hit once before, and a gentlemen who owns a small shop across the road told me the hydrant had been hit twice before.
This is an area in which even a paper such as the San Francisco Chronicle has a section devoted to what needs to be fixed in the community. "The pot hole at Third and Maple has not been repaired for 27 days. Alvin Nebbish, head of the city's street maintenance department, said a study is under way to determine the dimensions of the pot hole, and will issue a report early next month on the anticipated date of repair. Maintenance crews are on standby and awaiting orders. The procurement department has already ordered a new shovel for the repair, and are expecting delivery mid-month."
