I've heard this complaint with screens when the refresh rate was set close to, but not exactly at, the frequency of the room lighting. Here where the AC power is at 60hz I usually set screen refresh to 85hz to solve the problem. Having the refresh near the room light frequency causes a strobe effect, you may not notice it but your eyes will be affected.
Saying that a monitor has 16 million colors is inaccurate, that is a function of the video card.
