I believe the CRT is set to a 75Hz refresh rate.  If the local
power frequency is 50Hz (quite common in Europe), then setting
the CRT to 85Hz (or, if you can't manage that, 72Hz) may help;
75Hz and 50Hz are likely to have some strobe effects.

Other things to try; turning off the lights in the room for a
while - if the problem goes away, you know it's not a problem
with the monitor.  If the problem persists, try putting a power
conditioner (ideally, a UPS) on the monitor power.
