I think you meant to say that the action makes a duplicate of the
file if the destination folder is on a different volume, in Mac OS X.
But evidently the same actions work in File Browser running on both
OS platforms:
#1 - Click and drag thumbnail to destination folder to move a file.
#2 - Click and drag thumbnail to destination folder with Alt key held
down to duplicate a file.
I don't know whether action #1 will make a duplicate if the file is
moved across volume boundaries on Windows, or if it will do a move
(essentially a "copy then delete original" combined action). On Mac
OS X, it will always make a duplicate, you have to manually delete
the original if you want to.
