On a PC, the defaults *should* be: click-and-drag should move if the folder is on the same disk, otherwise it should copy.
ctrl-click-and-drag should *always* copy shift-click-and-drag should *always* move right-click (other button) and drag should give you a pop-up menu asking you whether you want to move, copy, or create a shortcut. Obviously Adobe are free to implement whatever they like, but what I've described above is the behaviour Windows users might expect (it's how the Windows Explorer behaves).
