Why not?
Because the sensor is moving. It could then move outside the
coverage of the lens if the lens coverage is not larger than the
sensor.
They´ve got a patent application specific for the case where the
sensor is outside the image circle .-)
Also, the DA lenses are mostly for wide angles. The DA40mm does
cover FF and the 16-45 too above a focal length (does anybody
know about the 50-200?) and thus the required movements of the
sensor is small.

Not sure about the 50-200, but the 18-55 covers 35mm from 24mm on.
Fine, I see that a was a little bit unclear, but the point is that
for wide angles the necessary sensor movements are small. If most
lenses above 24mm are full frame the DA lenses will be usable with
IS, but maybe with some limitations when compared to e.g. a full
frame 15mm.
