In that I'm not very proficient at PhotoShop I did this the old fashioned way: I used the virtualPhotographer plugin to convert to B&W, Magic Wanded and darkened the sky, Dodged the mans face a bit. Increased overall contrast using Levels and sharpened a bit. Crude but if I had had a bigger image to work on it would have turned out OK.
