Here in the USA, this is only true if the freelancer signs a work-for-hire agreement. To the best of my knowledge, and my experience has been, without such an agreement, as a freelancer I own my images and if someone wants to publish them, they have to pay me for one-time publication. Even if they asked me to go take the pictures in the first place, if they run it again in a later issue they have to pay me again. IANAL and therefore am not comfortable getting into the full legal-eagle discussion of copyright law, but that can probably be found on the web site of the National Press Photographers' Association, if you are curious.
