You may want to check out some of these plug-ins. They include B/W conversion and some allow you to adjust the tones similar to using filters w/ B/W film. With digital, you're probably better off to shoot in color, then convert to B/W rather than using filters. As others have said, though, ND and polarizer will work in front of the lens.

I believe these will work for both Elements 2 and 3. And........they're free!
