Mac OS X embeds this functionality in the Print Manager itself, it's included as part of the system graphics rendering system. Applications have to go out of their way NOT to support it. ;-) Of course, some applications' drawing algorithms produce better PDF files than others. I save all my on-line invoices displayed in the Safari browser or Mail as PDF files, using a simply Print command and then outputting to PDF instead of the printer.
