I'm using Netscape 7.2 and I get the same problem as Bob and Frank.  Possibly, 
it is due to us having our settings such that new windows are not allowed to 
automatically open.  Mine are set that way.  I am with Shel on this; if sites 
do not behave the way they should, with my standards compliant browser, I'm 
away and will not revisit unless there is a pressing need.  I recently found a 
UK government site that does not adhere to standards.  Of course, it has been 
created by one of our wonderful private finance initiative partners.
