To my knowledge, Approval has been discontinued as a product that Adobe is offering, they are pushing their Reader with Extensions (much more $$$$ for them). So we now have one less option to work with. It all really comes down to who will be using the forms that you want people to be able to edit, internally (within your own company) or externally (anyone else who has Acrobat Reader 5 or 6 and needs to use your forms).
 
You then get into the area of who authors the form and how you want the form to be used within browser or externally.

Approval is the lowes price application I know of which does support
saving and digitally signing PDF documents.

On the other hand, you might consider the Adobe Document Server for
Reader Extensions, and make total cost comparisiions. Their "defined
and limited number of users for a non-defined and non-limited number of
documents" licencing model is price-wise comparable with Approval (or
better an extrapolated price of Approval, if it were brought up to
Acrobat 6 standard). For pricing about the Document Server for Reader
Extensions product, contact your Adobe _Enterprise_ sales
representative.
