We've been using cardiff enterprise for about 2 years now.  It's an
intuitive form designer and handles the creation of form specific tables
as well as the export of the web entered form data to the the data
tables.  We're using a relational database and connecting via odbc.  

However, we do quite a bit of form scripting outside of the cardiff
package.  And we do not use the cardiff package to prefill any of the
forms from the database.  We have had to go outside the package due to
the complexitiy etc of our form logic and relational database.

But with little cardiff experience, no previous web development
experience,  I had several forms functioning on the web and throughout
our business structure within 4 months.  My only drawback, was the lack
of adobe forms books and cardiff user group.  There are several adobe
forms books now and cardiff has improved their web accessed faq's etc...

Pdfzone was my best resource.

I don't know about "best", but if you're looking to go PDF, check out
Cardiff's Enterprise Server (I think it's about $25,000 CDN) which has
routing capabilities, uses Acrobat Reader (free to users) and is not
licensed on a per-user basis.  That's really the key here, I think - a
solution that allows for Unlimited (or unknown) users.  We've gone the
Adobe route for our internal forms but to do that for our external (web)
forms would cost an arm, leg, and any three other appendages...

I think this discussion could turn into a "debate" in regards to what's
out there and what is indeed best.  I've been looking around at these
things for a couple of months now and the options vary a lot.  Perhaps
collaboration of findings would benefit all those involved.

What is the best, most cost effective software for putting forms on the
web? Need to read info from a database, have capability of routing, and
unlimited known users.
