Hi, Janet I don't know about "best", but if you're looking to go PDF, check out Cardiff's Enterprise Server (I think it's about $25,000 CDN) which has routing capabilities, uses Acrobat Reader (free to users) and is not licensed on a per-user basis. That's really the key here, I think - a solution that allows for Unlimited (or unknown) users. We've gone the Adobe route for our internal forms but to do that for our external (web) forms would cost an arm, leg, and any three other appendages... I think this discussion could turn into a "debate" in regards to what's out there and what is indeed best. I've been looking around at these things for a couple of months now and the options vary a lot. Perhaps collaboration of findings would benefit all those involved.
