Picasa http://picasa.google.com/ is the program which I have installed more often since it's release than any other. Whereas the Kodak imaging tool is likely the program I have uninstalled the most, and now Kodak is offering paid upgrades. I am not pleased with Kodak's offering at all, or their support offerings.

BTW Picasa also runs on Win98/Me http://dl.google.com/picasa/picasa2-setup-1884.exe, and Linux http://picasa.google.com/linux/download.html

My 2 cents on free imaging tools.

Philosophy:
In general, I use features and programs that are part of the operating system before I look at third party solutions. Anyone who has bought a digital camera knows how quickly Kodak, HP, Canon and Adobe can install useless, contradictory and confusing imaging programs on your computer (Picasa2 and Windows Imaging is the answer). If I need a new feature or wish to tweak an existing one, I look for a free solution. I've seen far too many machines where people have pissed away hundreds of dollars, usually $20 or %50 at a time, on programs that only duplicate existing Windows capabilities. If you want Windows to behave differently, do a little research before spending your lunch money, or just post a question here. In the last 15 or so years I've spent exactly $19.95 on software other than operating systems.
Google "essential free software" and you'll get lists like this one:
http://www.thesimpledollar.com/2006/12/01/30-essential-pieces-of-free-and-open-software-for-windows/ I can't explain Harold's obsession with attempting to control his computer, but it's his and that's part of the fun for him. I'm sure, however, that it's not necessary for a better computing experience.
