I kept searching and trying, and this one is the one that
finally worked:

For some unknown reason, NONE of the tweaks I previously used
to remove the OE splash screen are working on this new XP
install! Why would they have worked before, but not now? I
don't even have all of the updates installed yet. I tried
several registry changes that added a Dword of "NoSplash" and
"1" in various locations, (like HKEY_CURRENT_USER \ Software \
Microsoft \ Outlook Express and
HKEY_CURRENT_USER\Identities\{60C1DB40-3D7D-11D3-9948-E8F007254
B26} \Software\Microsoft\Outlook Express\5.0) they are not
working. I also tried a downloadable file that is supposed to
get rid of it and it's not working. Even the M$ website said
to do these registry changes to disable it. The problem is I
can't change the registry in some places!! After restarting I
go back to the registry and search for "NoSplash" and find only
one remaining!
Why would none of these be working to disable the splash
screen, and what other way is there to get rid of this annoying
slow-down?
