I don't know how to do that one. Windows seems to set it based on your desktop background. There used to be a program call Disappear, I think, that would let you change text color or make it transparent no matter what you desktop color but it only worked on Win9x. I'm sure there is software out there somewhere that will do it, one of the theme programs like Object Desktop or StyleXP maybe.
