Select Start|Run and type in "Command" without the quotes or select
Program|Accessories|System Tools|MS-DOS Prompt - or if you have the
shortcut to "the MS-DOS Prompt somewhere else, just select it.

When you get the open window, just type in "scanreg" - no quotes.
