I would just as soon have Pan display nothing when it doesn't know what
to do with the fubar'd ms nonsense... its bad enough I have to deal with
a certain ms email program and its messed up MIME encoding nonsense,
which every other mail client works with bog standard code. Every issue I
code for always comes back to some stupid ms corruption of something...
one of the reasons it was ejected from my agency...

None of the above has anything to do with Unicode. You might as well blame
Unicode when you stub your toe, or if you spill your coffee.

The problems you are complaining about are caused by the failure to use
Unicode. Blaming Unicode for Microsoft's (deliberate?) failure to use
Unicode is, well, I'll be polite, it's irrational.
