The issue here is that the old UI is now completely unsupported by
Ubiquiti, so there's no guarantee that changes made via the old UI won't
completely bork your network.  If you go look inside MongoDB at the changes
to the SSID configuration when you enable that checkbox, it adds several
configuration parameters, not just the CoA enable.  In any case (I did test
it for a short bit after enabling the option via the old UI), I still never
got acceptable performance out of it.  Of course, it's possible I simply
don't have things configured quite right, as the documentation is horribly
outdated.

Web authentication worked great, as long as you were on a standalone
network application using really old versions of everything.  But since
Ubiquiti moved to the newer UniFiOS platform, PF support just hasn't been
great.  Took them forever just to get a release that claimed support for
UniFiOS, but then a recent change in how Ubiquiti handles authentication
probably broke whatever PF had implemented, hence the errors everyone is
getting.  I've actually simplified my WiFi configuration recently while
some other bugs are getting worked out by Ubiquiti, but I'm hoping to go
back to using radius-assigned VLAN in the near future.  I'd love to get
more info on your working RADIUS-CoA config so I can test it out over here.
