1. What do you mean by web interface and API users ? 2. Did you define a webservice user and password in `pf.conf` under [webservices] section ? If yes, are these credentials identical to admin credentials to login on web admin ? If yes, you need to change password for admin user used to reach web admin and it will solve your issue.
