We don't have this issue on 10.3 with maintenance patches and you said you
don't have this issue in a similar upgrade.
So I think there is something specific for this instance.
1. Did you manage tenants on this instance ?
2. Could you paste here results of following commands:

select tenant_id from password where pid='admin';
select * from tenant;

Please compare with your similar upgrade if you see some differences.
Also you can look at web browser console when you login on PacketFence webadmin
to check response body of /api/v1/token_info call.
You should see which tenant has been assigned.
