Thanks for looking at this package:

* Are you thinking about packaging 'libgstroke' as  separate package?
No. Nothing upstream depends on it and it is stuck in an ancient version of GTK 

* Is the '%check' section going to be used to build tests the package or is
this a long term goal?
There are some tests, but they're graphical... Trying to figure out how to
automate them. Should I just remove the %check section?

* '%changelog', I would only have one entry for the re-inclusion into Fedora.
Any other versions will not appear in Fedora, so are not really needed.
