Is it possible that the person who built the package somehow forgot to include 
this file?
qpdf builds and publishes perfectly fine. How are you trying to build it? We have a build receipt for it in oi-userland. You really should make use of oi-userland to build and publish packages. Otherwise you will have to reinvent everything
the maintainers did.

One possible cause is that you're somehow using the openssl 1.0.2 headers, as 
the
missing functions appeared in openssl 1.1.
