Is it possible that the person who built the package somehow forgot to include

qpdf builds and publishes perfectly fine. How are you trying to build
it? We have a build receipt for it in oi-userland.
You really should make use of oi-userland to build and publish packages.
Otherwise you will have to reinvent everything
the maintainers did.

missing functions appeared in openssl 1.1.
