This is what normally should happen but this file is nowhere!

apostolo@adalind:/usr/openssl/3/include/openssl$ cd /usr/openssl/
apostolo@adalind:/usr/openssl$ ls
1.0  1.1  3
apostolo@adalind:/usr/openssl$ find . -name "env.h"
apostolo@adalind:/usr/openssl$ 

Is it possible that the person who built the package somehow forgot to include 
this file?

One possible cause is that you're somehow using the openssl 1.0.2 headers, as 
the
missing functions appeared in openssl 1.1.
