As a last follow-up, I see that the OpenIndiana installer has these settings in /etc/system:

set zfs:zfs_arc_max=0x4002000
set zfs:zfs_vdev_cache_size=0

I am thinking that these reduced settings for the USB-based installer are making everything to do with my imported pool much slower. Zfs is needing to go to disk much more often than normal. Apparently doing zfs pool administration from the USB-based installer is not something that you would normally want to do.
