## Summary - Bind each pending registration payload to the retry task that owns it. When a newer failed payload replaces it, cancel the old scheduled task and schedule a fresh retry task. - Make retries and exhaustion cleanup conditional on task ownership, so an obsolete task cannot remove or retry a newer same-key registration. - Keep the existing public `FailureRegistryTask` constructor behavior for callers that do not use owner-bound tasks.
