PRs currently need to update their branches whenever `master` advances, even when they have no merge conflicts. Set `github.protected_branches.master.required_status_checks.strict` to `false` in `.asf.yaml` so falling behind `master` alone no longer blocks merging. Required CI checks and review requirements remain unchanged, and merge conflicts must still be resolved. This allows merging without requiring CI to validate against the latest `master` on every update. ASF documents this setting in its [branch protection configuration](https://github.com/apache/infrastructure-asfyaml#branch-protection). Validation: `git diff --check` passed.
