Validation result from temporary HTTP IT run [36533160557](https://github.com/apache/shenyu/actions/runs/36533160557): - `elasticsearch:8.2.3` pre-pull completed successfully in both HTTP jobs. - Pre-pull step duration: approximately 23-24 seconds. - The later `Start docker compose` step succeeded and reused the local image. - `shenyu-integrated-test-http` passed in 11.23 minutes. - `shenyu-integrated-test-sdk-http` passed in 7.42 minutes. This change is a reliability/tail-latency improvement rather than a successful-run speedup: it moves the registry dependency before the long build and applies retries, preventing a single late Docker Hub connection reset from wasting the whole job.
