## What this PR does - replaces CodeQL autobuild with an explicit manual Maven build - enables parallel reactor compilation while skipping checks unrelated to CodeQL extraction - keeps full reactor packaging and test-source compilation coverage - runs CodeQL when its workflow file changes ## Why In the baseline run, CodeQL autobuild took 19m28s and the complete CodeQL job took 21m58s: https://github.com/apache/shenyu/actions/runs/36374433437/job/108777247981 The autobuild step runs a sequential Maven package. CodeQL only requires the Java compilation to happen between initialization and analysis; RAT, Checkstyle, SpotBugs, PMD, tests, Javadoc, and coverage collection are already handled by the regular CI workflow. ## Validation - `yamllint` passed for the workflow - YAML parsing passed - a clean full-reactor package completed locally with four Maven threads and the same skip properties - the CodeQL run on this PR will provide the before/after timing comparison ## Checklist - [x] Read the contribution guidelines - [x] Workflow-only change; no unit or integration test case is applicable - [x] Local controlled CodeQL build command passed -- This is an automated message from the Apache Git Service.
