   ## Summary
   - Build discovery synchronization data using bounded groups of 500 handler 
IDs instead of three point queries per handler.
   - Batch relation/upstream reads and fetch referenced regular/proxy selectors 
together, preserving handler order and empty upstream lists.
   - Avoid empty IN queries and skip missing relation/selector rows while 
assembling a snapshot.
   
   Fixes #6586
   
   ## Validation
   - `./mvnw -pl shenyu-admin -am 
-Dtest=DiscoveryUpstreamServiceTest,DiscoveryBatchQueryTest 
-DfailIfNoTests=false test`
   - Checkstyle enabled. Service tests cover 20 and 501 handlers, ordering, 
populated upstreams, bounded query sizes and absence of point queries.
   - H2 executes both new batch mapper statements and checks requested/missing 
handler filtering.
   
   Related independent work: #7250 handles orphan rows; #7267 scopes cache 
refreshes by namespace. This PR addresses query batching. The extracted 
`buildSyncData` helper should retain the namespace-scoped caller from #7267 
when integrating these changes.
