   ## Summary
   - Make selector/rule-created permission listeners transactional.
   - Replace per-user inserts with one batch, excluding duplicate users and 
grants already present for the same data ID and type.
   - Add an Oracle-compatible batch statement so moving listeners to batch 
insertion preserves dialect support.
   - Add H2 integration coverage for repeated events, duplicate namespace 
members, invalid-user failures and outer rollback for both listener types, plus 
Oracle-mode batch SQL coverage.
   
   Fixes #6550
   
   ## Validation
   - `./mvnw -pl shenyu-admin -am -DskipTests=false -Dcheckstyle.skip=false 
-Dtest=DataPermissionServiceTest,PermissionListenerIntegrationTest,DataPermissionBatchDialectTest
 -DfailIfNoTests=false test` (Java 17): passed, including Checkstyle.
   - Oracle SQL was verified with H2's Oracle compatibility mode, not an Oracle 
server.
   
   The pre-check makes sequential redelivery idempotent. It does not provide 
cross-admin concurrent uniqueness: that would require a separate 
data-cleanup/unique-constraint migration, since the existing schema has no 
unique key on `(user_id, data_id, data_type)`.
