When Tars upstreams refresh, clearing the live proxy list exposes an empty list to concurrent requests and leaves it empty if proxy creation fails. Build a complete replacement and publish it to the cache only after all proxies and invocation metadata are ready. Fixes #6653. Validation: `./mvnw -q -pl shenyu-plugin/shenyu-plugin-proxy/shenyu-plugin-rpc/shenyu-plugin-tars -am -DskipTests=false -Dcheckstyle.skip=false -Dtest=ApplicationConfigCacheTest -DfailIfNoTests=false test` (Java 17).
