Make role deletion atomic and prevent deletion of the super role. The deletion flow now removes associated `user_role` rows before deleting roles, then publishes the existing role-deleted event so permission cleanup remains on its established listener path inside the same transaction. The guard checks both the canonical super-role id and returned role name. Adds service coverage for cascade/event behavior and super-role rejection, plus an H2 mapper test for deleting user-role rows by role id.
