Fixes #6729 ExtensionLoader instances are now cached by both the SPI interface and the requesting ClassLoader. A plugin classloader therefore receives its own loader and its `META-INF/shenyu` resources are enumerated instead of reusing the application loader. The regression test supplies an extension resource through a separate URLClassLoader and verifies that the plugin extension is discovered. All existing ExtensionLoader tests also pass.
