Fixes #6858. ## Changes - Add a `shutdown()` method to `TtlScheduler`. - Shut down both the watch executor and TTL scheduler when `ConsulInstanceRegisterRepository.close()` is called. - Ensure executor cleanup still occurs if service deregistration fails. - Add a regression test to verify both executors are shut down properly. ## Tests - Added and passed `ConsulInstanceRegisterRepositoryTest#testCloseShutsDownExecutors`. @Aias00, could you please help review this PR?
