Cross-link: same component (AI token limiter, `AiTokenLimiterPlugin`) as #6514 and #6515. This issue is null `tokenLimit`/`timeWindowSeconds` crashing processing (`AiTokenLimiterPluginHandler` rule path has no default-filling); #6514 is the Redis cache key ignoring rule/selector scope; #6515 is missed usage from gzip responses split across buffers.
