Cross-link: same component (AI token limiter) as #6513 and #6515. This issue is the Redis cache key ignoring rule/selector scope (`AiTokenLimiterPlugin.java:100, 156-175`); #6513 is null rule fields crashing processing; #6515 is missed usage from gzip split across buffers.
