In general, capacity management regarding resources is an essential part of the 
responsibility of the manager of any department.

While I inclined to concur with the aspect that this is more pressing in the 
manufacturing department (given the Component association in the header of this 
ticket, it can be similarly important to Warehousing, Service Management, and 
brick-and-mortar stores.

It seems to me, that assigning workers to shifts and monitoring capacity is 
dependent on multiple factors (holidays, vacations, sick leave, etc.) that go 
beyond the functionalities of the Manufacturing application. Would it therefore 
not more beneficial to the OFBiz project and its adopters/users to have a 
separate plugin catering to these (and other related) features/functionalities, 
than implementing these in the Manufacturing component?

Also, how are tasks envisioned with multiple persons as executing actors? Can 
you give one or more examples of a task that has multiple persons involved in 
the execution?
