Comparing at second precision fixes the case in #4362, where the file time is rounded down inside the start second. After a rollover `RollingFileManager` sets `initialTime = System.currentTimeMillis()` without rounding, so a start of `1755031147600` and a file time of `1755031147900` make `isFileOlderThanStartup` return true and the next `LoggerContext` rolls the new file. Can we round `fileTime` too, and add a test that goes through `initialize`? -- This is an automated message from the Apache Git Service.
