Since changes to reusable workflows are half of the PRs in this repository, I find that this is not just a convenience for maintainers: - A PR can be approved by mistake, because the checks didn't run the reusable workflows modified by the PR. - If the author modifies `build.yaml` to run the reusable workflow modified by the PR, he might forget changing it back before the merge. This will result in a broken `build.yaml` as soon as the PR branch is deleted. I could improve the workflow documentation in the website.
