Now that you point it out, looks to me that the two sets are the same thing.
I must have been trying to do something new with `BUILT_IN_IDS` that I
abandoned and then forgot to delete the redundant set - or I just misunderstood
that `ALL_IDS` was only ever returning the enum tables in the first place. In
any case, removed redundant `BUILT_IN_IDS`.
