You said VPS, not dedicated server, right? I use vpsdime.com for my VPS needs currently. They run as cheap as $7/mo, for what is a very adequate server, in terms of CPU. If you need a lot of storage space, I'd look elsewhere.
My favorite go-to site for finding a VPS is http://lowendbox.com, which isn't a service site, itself, just a site that points to lots of others.
