I would say it is a TN Commercial plate 702- H1-17. It's either a Chevrolet or GMC van (from clip #2). My guess is they are roofers, gutter installer or exterior painters, given the stack of five extension ladders on the driver's side of the van (from clip #1)
I watched it in VLC, made snapshots of frames and zoomed in. I cannot make out the name on the side of the van.
