Well, there are embedded processors on motherboards already, such as
the Northbridge and Southbridge.  They simply aren't general-purpose
CPUs; they're custom processors that perform specific tasks.  It
should not be surprising that a vendor (in this case, Dell) has
included a diagnostic unit which can evaluate conditions to verify
whether components are working correctly.
