I think your examples are a bit confused. The man_made=pipeline tag is only for use on ways, whereas the pipeline=valve (and presumably the "notice" tag) are for use on nodes (which may be part of a man_made=pipleline way). So you wouldn't have all of these tags in your example on a single object. Also, I would call the triangle thing with the sign on it a "marker", not a "notice". And from a Google search for "pipleline marker", that seems to be the common name. So I would suggest a tag pipeline=marker (to be used on nodes).
