It seems the discussion has died. How is this to move forward?
I'm not sure who is responsible for this part of the kernel.

There are a few options:
1. Broadcast ARP by checking the IP range in kernel (current patch)
2. Broadcast ARP if the "scope" parameter is "link"
3. Broadcast ARP if a new (to be defined) address flag is set.
4. Never broadcast ARP (reject any patch)
5. Further discussion

I'm personally fine with 1 or 3, and dislike 2, 4 and 5.
