2. Broadcast ARP if the "scope" parameter is "link"

I'm personally fine with 1 or 3, and dislike 2, 4 and 5.
I don't currently have time to develop any more patches in this area. I
am in complete agreement with your statements above.
The kernel network maintainers have the patch, there has been lots of
discussion about its merits. Personally I would like them to take the
steps necessary to push it into the mm or Linus trees, but I don't think
there is much more that I can do to make it happen.
It is also available to the general public due to is having been posted
(as is your original patch). So those who really need of something like
this have options.
