I looked a little further, and found:
- The only address/protocol family that is always present in the kernel
  (assuming CONFIG_NET=y) is netlink
- Netlink sockets don't support ioctl at all

So there seems to be no right answer to 'which family of socket should
I create to perform device ioctls'.  There really ought to be!
